Schools in Ladakh – Last year, Ladakh was carved out as an Union Territory from the state of Jammu & Kashmir after the Jammu and Kashmir reorganization act was passed by the Parliament. It has become one of the eight union territories of India. Ladakh is a sparsely populated region the schooling infrastructure is not as extensive as in other state. According to the 2011 census, the overall literacy rate in Leh District is 77.02% (86.31% for males and 63.56% for females), and in Kargil District, it is 71.34% (83.15% for males and 56.3% for females).

In 2019, the Parliament of India passed an act by which Ladakh became a union territory on October 31, 2019. Since Ladakh is a new UT, a new education board has not been formed to regulate the education system in the state yet. The school education system in Ladakh is being handled by Jammu and Kashmir State Board of School Education (abbreviated as JKBOSE) which is also the official school education board of Jammu & Kashmir. School education in Ladakh can be broadly categorized into three levels that are the primary, middle, and high secondary. After analyzing the overall condition of school education in Ladakh, it can be said that primary, middle, and high secondary school education in the state needs improvement. 

Currently, the school education in Ladakh is being handled by the education wing of Jammu and Kashmir UT which are Directorate of School Education, Sarv Siksha Abhiyan, Jammu and Kashmir State Board of School Education (JKBOSE), and State Institute of Education.  

In Ladakh, various private and public schools are being run in order to provide education to the students. The Jammu and Kashmir State Board of School Education has given affiliation to more than thousands schools across the Union Territories and these schools have more than 22,000 teachers. In Ladakh, various other schools are running that are affiliated by other educational boards such as Central Board of School Examination (CBSE), ICSE etc. The union territory of Ladakh has some schools that are considered to be best in providing the best educational facilities to its students. The names of some of the best schools in Ladakh are Ladakh Public School, Delhi Public School, Jawahar Navodaya Vidyalaya, Islamia Public School, Lamdon Model School, etc. 

Jammu and Kashmir State Board of School Education (JKBOSE)

The Jammu and Kashmir Board of School Education (JKBOSE) is the only board that is responsible to handle the school education system in 3 Union Territories i.e. Jammu, Kashmir, and Ladakh. JKBOSE came into existence in 1975 through legislation under the Jammu and Kashmir State Board of School Education Act. The board is an autonomous body of the administration of the government of Jammu, Kashmir and Ladakh. The board was established with an aim to fulfil the purpose of securing education for the children, discovering talent and nurture it, promoting equal opportunity to the students, improving the condition of the education system in Jammu, Kashmir and Ladakh. Since its establishment, JKBOSE has been handling the school education in Jammu and Kashmir state. Until the government of India establishes a new school education board in Ladakh, JKBOSE will regulate school education in the territory. 

JKBOSE has been conducting various exams including examinations for students in class VIII, X and XII. The apex body is the governing board comprising, Chairman, Director of School Education. Since 1975, the board has been handling all the academic matters related to school education in the state such as preparing textbooks, framing of the syllabus, conducting exams etc. The functions that are performed by the JKBOSE are as under: 

  1. Prepare, print and supply textbooks to the School of the state 
  2. Prescribe the courses of instruction, prepare syllabi, scheme of studies, curriculum and textbooks for the School Education as per National Education Policy of India
  3. Conduct public exams of secondary and higher secondary Classes ™
  4. Provide education to those who have missed formal schooling through State Open School under open distance learning (ODL) mode
  5. Prepare and publish results of examinations 
  6. Grant diplomas and certificates
  7. Award medals and prizes to meritorious students of the state
  8. Grant affiliation to private (secondary and higher secondary) schools ™
  9. Implement National Sponsored education-related schemes like Adolescence Education Program, National Achievement Survey, NTSE/NMMS, Scholarships, etc.

Exams Conducted in Ladakh by Jammu and Kashmir State Board of School Education

Apart from handling the above-mentioned jobs, Jammu and Kashmir State Board of School Education conducts the various exams in all three union territories of Jammu, Kashmir and Ladakh. Below, we have mentioned the exams that are conducted by JKBOSE in Ladakh:

  2. Leh – Annual Private & Regular Class X
  3. Leh – Higher Secondary – Part-II Annual & Bi-Annual (Reg. & Pvt)
  4. Leh – Matric Bi-annual – Srinagar
  5. Kargil – Annual Regular & Private Class X
  6. Kargil -Higher Secondary – Part-II Annual & Bi-Annual (Reg. & Pvt)

Jammu & Kashmir State Open School Education (JKSOS)

Jammu & Kashmir State Open School Education, also known as JKSOS, is a wing of Jammu and Kashmir State Board of School Education that was formed to look out for open school education in Jammu and Kashmir (also Ladakh) state. In the year 2002, Jammu & Kashmir State Open School Education had established State Open School with an aim to achieve 100% literacy rate in the state. After the establishment of the open learning system in the state, the door for completing school education is open for school dropouts, women, unemployed, older persons, failures, a person of the state. 

The responsibilities of holding exams, issuing certificates, maintaining equivalence with the formal system of the state were also handed over to the Jammu & Kashmir State Open School Education. Till date, JKSOS has identified and established 38 Government accredited Centres across all three UTs of Jammu, Kashmir and Ladakh. Every year, thousands of students pass school exams in these centres. 

State Institute of Education (SIE)

In August 1975, the State Institute of Education (SIE), Jammu and Kashmir was established which is an apex Institute under the Department of School Education, Ministry of Education, Government of India. The main objectives of establishing the institute was to look over pedagogy, teacher training, methodology, planning and management of the Education Department of Jammu and Kashmir state. 

A number of District Institute of Education and Training are located in Jammu, Kashmir and Ladakh. Ladakh has separate District Institute of Education and Training which is located in Leh district. The main job of the SIE is to advise and assist the Education Department of the state in formulating and implementation of education-related policies and programs. SIEs are identified as key institutions for Teacher Education in providing educational research and training. 

Structure of SIE

There exists a set structure of State Institute of Education under different wings headed by Field Advisor and assisted by Research officers are as follows:

  1. Planning & Management wing
  2. Educational Technology Wing
  3. Science Wing
  4. Language Wing
  5. Mathematics Wing
  6. Publication wing
  7. Social Science Wing Besides, SIE is facilitating the Programs

Aims and Objectives of SIE

The major functions of the State Institute of Educations (SIEs) are mentioned below:

  1. The organisation of Administrative Training for Principals & Headmasters of the Schools in Jammu and Kashmir
  2. The organisation of service Training programmes for Teacher education
  3. Identification of Hard Spots & Organisation of Capacity Building Programme for DRG, DRU of the state
  4. Preparation of instructional materials, modules, low-cost teaching modules for teachers
  5. Time to time organization of meetings, conferences, demonstrations, quiz’s, seminars, lectures, and other programmes to spread the understanding of the Educational Journals, reports studies etc
  6. Organisation of Guidance & Counseling Training Programme for Head of Institutions viz Principals/ Headmasters under RMSA
  7. Organizing Professional Development Trainings for SIE & DIET Faculty in collaboration with NCERT, RIE Ajmer, NUEPA, B.Ed Colleges and Universities
  8. To conduct and evaluate studies of various short term and long term programme concerning universalization of education
  9. Conduct of Academic Inspection of schools in Jammu Division
  10. To organize the intelligence tests, scholastic achievement tests for the teachers in all subjects both at the elementary and secondary level.

School Education in Ladakh (Primary, Middle, Higher Secondary)

Since Ladakh was a part of Jammu and Kashmir state, the education system was handled by Jammu and Kashmir state education board. To regulate the school education system in the state, the state government had formed a board named Jammu and Kashmir State Board of School Education which is now also popular as JKBOSE. Until a separate school education board is established, JKBOSE will be handling the school education system in Ladakh as well. 

The education in Ladakh is categorized into the primary, middle, high secondary. Till the year 2020, the state will follow a 10+2 pattern to provide education to the students of territory, but from the next year onward, Ladakh will be following the new national education pattern of India that is 5+3+3+4.  Below, we have provided some statistics that will define the school education system in Ladakh:
